When I started diagnosing, I went to the air handler and followed power from the transformer incoming to the board where I had 28 V and both then only 14 V were coming out of the control board. This shows that the control board has failed. We need to replace the control board to continue diagnostics on the system.

Outdoor condenser giving 11 blink code for Power control board issues with communication. 
Indoor living room head unit giving 3 blink code for Rotation frequency feedback signal is not emitted during the indoor fan operation. 
Found indoor blower wheel not in balance and likely the fan motor shaft is bent and causing the unit to vibrate violently when in high fan speed. 
Client did recently take apart head unit to clean the blower wheel. 

System is 12 years old and out of warranty. 
If client would like to proceed with repairs, we will need to charge our tech support fee to spend the time with tech support during normal business hours in order to accurately determine a solution. At this time the power control boards are not communicating. 

Client needs to speak with the owner to determine if they would like to repair or replace this system.

I let client know this system is old and not as efficient as it once was and is doing all it can to cool the home. We are experiencing very hot weather this year and with older windows and poor attic insulation, the system can only do so much. Recommended preparing for a new system in the future and getting the attic insulated properly.

Clearwater, FL - On arrival found unit leaking water due to clogged drain and failed float switch for upstairs unit. Cleared pan and drain. Added chemical to help prevent growth in pan. Replaced float switches and tested. Cleared downstairs unit drain as well. Both units running and cooling properly at this time. Recommend for client to have regular maintenance on system to prevent future issues.
